Problem in Arabic language

There is a problem in arabic language ,, the problem is in all versions X2 X2.5 X3

the problem like this :

we can not put more than 80 letters in thread topic but in arabic it count every one letter like three letters in any language
e.g : if i write an arabic sentence which contains with 20 letters it count it as 60 letters not 20

and also in username and everywhere where the letters are limited

here is X2.5 version which the problem solved in it but i need the solve in X3 and i do not know what is the solution that the programmer did in this X2.5 version in this link : https://code.google.com/p/discuz-ar/source/browse/ to edit it in the current X3 version

Please help me cuz the arab's too want to use X3 ^_^
